The continued presence of Ashley Phillips in the Blackburn team at this point in the transfer window is unexpected. The Athletic previously reported that Spurs were close to confirming a deal to sign Phillips earlier this summer.
Newcastle Expresses Interest in Phillips, But Tottenham Bides Time For £2 Million Release Clause to Take Effect

However, Tottenham may find that their patience pays off—if another team does not move faster.

There has been a show of interest from Newcastle regarding Phillips. Therefore, it’s possible that another team may make a bid in the coming days. But so far, it seems that none have presented a better offer than Tottenham’s.
